If these are the "minutes" as referred to elsewhere, that advice was very misleading. "Minutes" are public documents, formally approved by a subsequent meeting.

I especially notice item 4.e) LBR to give planning permission at special planning committee 12.10 .....

This would appear to be clear evidence to contradict everything that Councillor Mann would have us believe; members deliberately determine the outcome of planning meetings in advance of public meetings that then purport to proceed impartially, with no prejudice.

If this is authentic it is indeed extraordinary that this Council has since been allowed to proceed regardless. Those who connived to this event should all have been barred from public office.
