I have gathered some information from the Planning Inspectorate:

In the year 199/2000 there were 1126 Planning Inspector decisions.

In 226 of these cases awards of costs were granted to applicants; 54 awards were made to Local Planning Authorities.

Some of these may have been partial awards of costs but I have no particular information on that.
