This is not entirely true.

Councillor Rae will confirm that in the early stages no such care was taken. It was only after I made a fuss about it, after a relevant York House meeting, that they tended to this as an issue, hurriedly procuring some legal advice as to how best to conduct the committees.

If there had been any sort of public debate or consultation about the clawback this would not be a matter of so much concern. As it was, a very small number of people would possibly have been aware of it. Who they were and how much they really understood of it is therefore a matter of serious concern.

The LSVT affair was careless and tricky beyond belief and the after effects are still being felt, e.g. with the unseemly row about the Citizen's Advice Bureau funding shortfall.
