1. This is typical of the sort of slur which issues so often on these pages. Given that this company is shrouded in so much mystery, we cannot have any idea who owns it, or who its directors are. Mr Harvey could be one for all I know. But it is unlikely.
If any councillor has failed to declare an interest he or she is in serious trouble.
Before anyone says that this is a good reason for not accepting an offer from such a company, I have two answers to that:
1. Even if councillors were involved with a purchaser, all that is necessary is for interests to be declared and for that councillor to take no part in the decision.
2. It is entirely possible to conceive of circumstances where a councillor who set out to deceive could ensure that any interest he or she had in any company was held on trust by a nominee. There is no need to go around looking for offshore companies.
As regards the RHP agreement, Gita, when she was involved in RHP matters, always used to leave the room and not vote when they came up in Council. Her signature was no doubt in her RHP capacity. There is nothing to stop a councillor having a contractual connection with the council, either in a personal or a trustee capacity, so long as it is declared and that decision does not involve that councillor.
For instance, I could not, as Chair of Orleans Park Governors, take part as a councillor in a decision which affected the school, but I could clearly sign a document as a Governor which involved the council.
