There is little to show for these receipts because it was and is the intention of Government that local authorities did not indulge in building housing estates.

By taking away the ability to invest, stopping borrowing, cutting capital grants, the whole of local government (not just here in Richmond upon Thames) has been starved of capital funding for years.

So, almost no public housing, few civic projects, unless supported by special grants or private input, capital spending on public buildings and facilities under severe pressure.

Despite what you say, local government salaries are pretty appalling. The evidence is that new staff can't afford to live in our borough.

Unlike Railtrack we haven't given away large sums of money to shareholders.

As regards waste, etc., this is hard to disprove as all organisations waste money to an extent. But the cost of service delivery in our borough is the lowest in London, and if you look through comparative service delivery costs they are generally below average, despite high wage costs.

Some are higher. Up to this year we have had higher than average rubbish collection costs because of rear alley collections. Our libraries cost more as we have more libraries per head.
