In 1999, when it was all underway, there were several attempts to argue that the freehold ownership was an issue of concern to everybody. The UNISON representative complained that there was no mandate, no mention in any previous election manifesto. The response was always the same: It is not a political issue, just a question of tenants' welfare for them to decide for themselves!

The trouble then would be that tenants are not especially known to be prone to attend to each others' welfare. Questions would otherwise have arisen arise about the duty to house the homeless and those on the waiting list. This duty does not diminish after "transfer" but the number of available places does; the Council retains 75 per cent of the nomination rights.

An eye witness has reported to me that those turning up to the Civic Centre to make enquiries have more recently been told "We can't house you. We haven't got any houses any more."

I wrote to the DETR to seek statistics on local Council's performance in general, in this respect, after 'transfer'. Their lack of a reply would seem to indicate that none are collated; the possibility of an effect has never previously occurred to anybody.

Those who do get housed will also have to pay 9.2 per cent more than their next door neighbours who were in place before the change over.

Some incredible discrepancies also exist within the rent regime; anecdotal evidence has it that those at the 'good'
end of the borough are occasionally known to pay less than some at the 'bad' end, but in similar accommodation.

The new thinking seems to be that "affordable housing" planning quotas will take care of the needs of essential workers. Ergo: socially responsibile developers, a curious concept if ever there was one!
