If you want to know how the council spends the money it has, do look at its accounts.

During the 7 years I have been a councillor, LBRuT has had less money from the Government than any other London Borough, has been able to spend less on services than any other London Borough, has had the highest percentage of its spending foisted on council-tax payers than any other London Borough, has one of the highest living costs of any London Borough; has consequently high salary costs: but has just as much rubbish to clear up, just as many children to educate, rather more than average elderly people to care for; more than average amounts of open spaces to maintain; more libraries per head than the London average; and quite a few people who don't want to know any of this but would rather indulge in generalised accusations.

So nothing new there.
