The UDP stage is different from the planning consent stage, including an inquiry.

Given the Tories' desire to wreck as many town centres with out of town supermarkets as possible, until Mr Gummer got sensible about it, I suppose the planning inquiry had to ask - what was the best site for a supermarket if one was shown to be "needed" under the then guidelines.

In that area, the Gas Works site wins hands down if the traffic hassles could be resolved. Now it is in, I am forced reluctantly to concede that the traffic results are not as terrible as predicted.

The only coherent argument against it was that it was not needed and/or would affect other centres adversely.

It is only because its constructions came at a good point in the economic cycle that its effect has not been seen.

What RH has not dealt with is what the outcome would ave been if planning for a supermarket were refused and instead applications went in for housing, or a business park. What arguments could be used against those?

None of these lets in the ice rink.
