This is not true at the UDP stage.

There was no UDP provision for a Manor Road supermarket, nor for anything else except a Gas Works.

The same officer dealt with the UDP and the subsequent planning appeal Inquiry for the supermarket. Why then did he not raise this very issue at that Inquiry? He seems to have been under orders from his Chief Executive.

British Gas cheated. They dodged the UDP by pretending not be intending to develop.

The Council also cheated by dishonestly purporting to prefer the Old Deer Car Park as a preferred site for a supermarket, invoking PPG6. This pose then fell apart when a planning application was put in to call the bluff.
