Yes, it does indeed appear to be, as usual, an ill conceived and half baked step backwards.
To a casual observer the lack of opposition members at cabinet meetings is the main difference. they are otherwise indistinguishable.
The paradox here is that people went for that option, perceiving it to be the line of least change. Representatives of 'partner' organisations do at least have some idea of what goes on.
The advent of scrutiny committees is something else that nobody seems to be able to make any sense of.
