I looked into this when, anticpating a referendum in Lewisham, local Greens headed by Darren Johnson came out strongly against the mayoral option.
The arguments against repeat those heard prior to the formation of the GLA - too much much power in the hands of one individual, hence corruption while those lower down the electoral food chain are left with next to nothing to do.
This view deserves respect; GLA members speak from experience. While those who elect them expect to see an effect, they find that in practice they are unable to exert an influence. There is a feeling that Ken Livigstone sold out to those who paid for his election campaign. The same effect would have to be expected with shenanigans in place to elected local Mayors.
Also beware that local Councils are to be encouraged to experiment with new electoral mechanisms, according their own tastes and self regulation, - a cheaters' charter if ever ther was one! (see DTLR press release, 4th October)
