Please read the following sections from recent articles regarding referendums to vote for a mayor.

The government is preparing tough measures against councils that have refused to go to the electorate over creating US-style executive mayors.
They have warned three councils - Dudley in the West Midlands, the London borough of Southwark and Tory-run Bradford - that new reserve powers will be used forcing them to hold referendums.
Mr Raynsford yesterday accused councillors with old vested interests of opposing change to hang on to their jobs. "Nice and cosy arrangements mean places go to sleep and do not achieve things. Individual mayors are able to make a difference ... the dynamics one sees in some European cities with effective mayors is a real object lesson to us."

Ministers have powers to force a referendum on councils the government believes have ignored public opinion, and the local government secretary, Stephen Byers, clearly signalled this week that he was prepared to use them.
Speaking to the Labour conference in Brighton, he said: "We do not want to compel people to have an elected mayor, but I feel that local people should have the choice to vote for a mayor if that is what they want.
"If there is a feeling that there is popular support for a vote on the option, we will not allow local people to be deprived of the opportunity.
"I hope councils have got that message. If not we will use powers to compel them to have a ballot on whether they want a mayor."

I am surprised to not see a positive response on this site to the idea. Could be an ideal opportunity of turning the tide to go amiss. How else do all expressing their dissatisfaction of matters believe it can all change for the better.? RH is probably right in saying previously that too much store is set on next May's local elections, which in itself may not deliver the solution.
