Council to move to Cabinet model in May
Richmond upon Thames Council will move to a ‘Leader and Cabinet’ style of making decisions in May. The decision was taken at last night’s Council meeting, where the results of an extensive public consultation process were reported.

The Council wanted its decision to be informed by the views of as many people in the borough as possible, and last autumn planned a programme of consultation which aimed to cover a wide cross-section of the community. People were asked to comment on the three options put forward by the Government – one of which all but the smallest councils are required to adopt by the end of 2002. The Council has chosen, along with many other authorities, to follow good practice by introducing the new way of working in advance of this deadline.

The postbag on the issue included 1,231 individual responses as well as feedback from several partner organisations such as the Metropolitan Police, the Health Authority, the Council for Voluntary Service, the Environmental Forum and the Ethnic Minorities Advocacy Group.

The feedback breaks down as follows:

Leader and Cabinet
Individuals - 57.2%
Partners/organisations - 81.3%

Mayor and Cabinet
Individuals - 26.9%
Partners/organisations - 12.5%

Mayor and Manager
Individuals - 13.8%
Partners/organisations - 6.3%

These results will be sent to every household with the council tax mailout in March, along with a brief summary of how the new system will work.

Under the chosen model, the public will continue to elect councillors, who will in turn elect the Leader. The Leader will head the Cabinet, which will be made up of nine more councillors, chosen by the full Council. Each member of the Cabinet will have responsibility for a number of Council services – these ‘portfolios’ will be confirmed in April/May.

Councillors who are not in the Cabinet will be able to spend more time out in their communities. They will also carry out an important 'overview and scrutiny' role - making sure that the decisions taken by the Cabinet reflect the opinions of the borough’s residents – and will help decide the Council’s budget and main policies.

Leader of the Council Sir David Williams said: "Richmond Council feels that the Leader and Cabinet model, out of the three options put forward by the Government, will be the best way of making decisions in a more transparent and accountable way. The results of the consultation show broad support for our decision, and I hope that under the new system the community will continue to play an active role in our decision-making process."
