One of those infamous 'public consultations' that allowed this new cabinet system to slip in quietly without too many people noticing. Yes, that explains it all! That's not the same as a referendum though, with actual campaigning and voting.

I do remember Serge Lourie saying that the public would be able to access all information through the council website and we could call them to account through this. As we all know and is well documented, here and on Hampton On-line, their website is very sub standard, another democracy failing in Richmond!

Where can we find the full results of that survey? It's worth noting the following issue in Bradford to show that 'Knowledgable' does not need to be taken at face value.

The results of a consultation there from a major survey of almost 43,000 people found that nearly half favoured a leader and Westminster-style cabinet, 35% a mayor and cabinet and 18% a mayor and city manager.

Bradford council told ministers this showed voters wanted a leader and cabinet, but the government added together the two groups in favour of a mayoral model, claiming 52% wanted an elected city boss of some sort.

A letter from Whitehall to the council stated: "In the case of Bradford, it is clear to the secretary of state that a majority of respondents to the full survey of the district's electorate expressed support for a form of governance involving a directly elected mayor.

"In the secretary of state's view it is therefore wrong to conclude as the council did that the leader and cabinet option was clearly the preferred choice of local people."

I note that Government guidelines say a referendum should be held if a "significant minority" of voters support either or both mayoral models.

I will be doing some more digging and not letting it rest so easily. There are good reasons to believe that previous apathy can be ignited into support now.
