I don't really want to get involved in this one but a few points need to be made.

Ron's last posting is in code and needs translation.

Cllr Mann said that Razzall was no longer involved in Richmond. False

He is in one of the most senior positions in the Lib Dems at National level. Razzell is one of the two inner advisors of Charles Kennedy. Look at photos in the national press of Kennedy and at least in one out of 3 or 4 crowd views and you will see Razzall.

Richmond is one of the Lib Dem's most important Council's where they hold power. Nationally they keep a close watch on the party and the Local Council. "Kennedy probably visits the borough nearly as often as his own constituency" - A quote from a very senior Councillor this week [Not a Tory].

So who else other than Razzall keeps this contact from the Ivory Towers of The Lords. [A political appointment not an honour for services to the community].

Cllr Mann knows this as well as I do. Or is he so junior in the party that he is not privy to their little Gods.

It is a long time ago but Razzall actions are still costing us blood and his activities are still being investigated.

As Chairman of Policy and Recourses

he was responsible for :-

Sale of Squires site - Loss at least £1,000,000

Granting the Lease on Waterslides - Loss over £500,000
[citied by the District Auditor for his actions].

Granting Loan to Richmond Theatre Company - loss £11m

and many other financial disasters over his 15 years of office. Well over £14m of losses.

Cllr Mann - you are wrong. The required declaration of interests have not materially changed since 1972 . It is contained in the Local Government Finance Act 1972 [I think I have the name right if I haven't Cllr Mann will know what I mean and give us the correct name of the act].

In 1980 there were no guide lines. Today because of the amount of sleaze in Councils like Richmond ie none declaration of interests etc. guide lines had to be brought in.

The Act says something like "any material interest must be declared and the member cannot vote or speak without approval of the Government Dept overseeing Local Government". In practice very rarely given.

Razzall claimed when challenged that he had no " material interest". Around £1m between himself and his wife. Well was it material or not?

Compare this with ex Cllr Harry Hall a freeman of the Borough and a long term Leader of the Council [Tory Councillor for over 30 years]. When the disposal of the Squires Garden Centre and Fullwell Golf Club were debated in 1983 he declared an interest, as he was a member of the Golf Club. Hardly in the same league as £1m.

Yes Cllr Mann I have proof its in the minutes you can look it up.
