Sorry, but I have to pass a comment here, because Laurence Mann is being absurd in his assertion that consulting local schools is going too far (regarding the pelican crossing) and his reasoning for not doing so.
It's really quite simple. As far as I'm aware, every school publishes a newsletter, weekly or monthly, that the pupil takes home with them. I'm sure that every Headteacher would agree to giving some space to outline the proposal. If space is tight, full details could be posted on the noticeboard. An address with contact details can be provided and the website link (if there isn't one, then there ought to be).
RH is absolutely right here, and yes, Headteachers and school councils should also be invited to comment.
