This has been touched upon elsewhere in this forum.

Tony Arbour habitually proposes outsourcing as a panacea. Others have therefore wondered how much there was left to be outsourced but the Council's accountants are then unable to come up with proportion. They say it would cost too much to achieve.

The question thus arises: How mich might it be costing in pther resects not to achieve it?

In the mean time, as with other aspects, this is a matter of supply and demand. When they do collate statistics it is almost always to meet a central government requirement. On the whole there is no local requirement. Electors don't want to know.

The extent to which everything does fall in line with central dictats is not widely appreciated, if only because they tend to be presented locally as if designed by the Councilors themselves.

The truth is that so called "local government" nowadays is little more than an administrative wing of the DTRL and the Home Office etc. To get a result you may be better off to write to them.
