The 'knee-jerk' reaction among podiatrists when hearing of symptoms of heel pain which is felt after sitting for a while, after extensive use and/or first thing in the morning is plantar fasciitis, but this is felt on the bottom of the heel, not its top (although I have no idea as to how one discerns pain on the "top" of the heel. Plantar fasciitis is exceptionally well covered in this forum, so use the search facility at the top menu bar of this page to see if the descriptions of this condition as found therein mirror yours.
