Why not try and submit something? Interesting to see what would happen. Same goes for other contributors too. Given a Labour Chair there is little likelihood of a cover-up.
As I understand it, this is a review that will look at what went wrong, and how it should be addressed in future. There is perfectly respectable debate to be had within this context about whether a budget like this can ever be cash limited.
However even when managing a budget where it is impossible to be totally accurate in predicting demand, one would expect there to have been some better form of budgetary control than appears to have existed hereto.
