The problem with this is that it is worded and set out in such a way that it appears as intended for an internal review only. The terms of reference seem very much to discourage an 'outsider' or member of the public input. It omits any reference to service provision, by way of quality, value for money, adequacy and in how to deal with the many deficiencies identified and reported on. Therefore, it misses many key points of major concern.

It is the other side of the world away from my idea of what proper scrutiny should mean and probably the same for the mass majority. No wonder so many feel disenfranchised, disillusioned and/or cynical. Another 'club committee culture' example.

Thank you for posting the information anyway - it is helpful but perhaps not in the way that you intended.
