The rationale for an affordable housing provision on site is that otherwise affordable housing gets shoved out of sight just behind the sewage works or something like that.

Employers can't get hold of sites, and the only way they could provide affordable housing is through rent or mortgage subsidy.

That increases costs (and for the employers you mention that means publicly funded costs).

I agree that affordable housing provision is a stealth tax, but it is necessary. What is needed is a legal framework which prevents shared ownership schemes being staircased out of existence, as within an alarmingly short period of time much of the "affordable" housing is ceasing so to be, and the surplus value in the site is being transferred to the first owner of the unit, instead of being retained so as to provide long term affordability.

Ken's "key worker" semi-affordable housing will really only work if the framework is changed.

In our borough the Conservatives have always opposed our affordable housing policies, but they have never made their reasons very clear. Recently Tony Arbour did so on the basis that the we had not adopted the (very much in draft)"key worker" proposal in its entirety, which is a change from their former hostility to the idea.

Our current standard is 40%, recently approved by the UDP inspector. If the Mayor is successful in his aim to set a 50% standard I expect we would want to follow that.

On the Normansfield site scheme recently approved, the total affordable housing (including some units for people with learning difficulties) was just over 40%, which I thought was acceptable.
