What you are describing would likely be an abnormality of the sensory nervous system, perhaps a peripheral neuropathy. But the fact that it is now in both extremities would tend to make one think that it is either of central origin (spinal chord or brain) or it is the result of a metabolic or general disease problem, such as, but certainly not limited to diabetes or pernicious anemia.

Assuming that there is no visible signs consistent with the presence of a contact irritant, other than for the possibility that your particular style or fit of shoes is causing pressure irritation of the nerves on the dorsum (top) of the foot, which are never well padded by soft tissues (it might be useful to tap or squeeze that area of the foot to see if symptoms can be elicited), it seems more likely that it is not a nerve problem of local origin in the foot or feet. I would therefore recommended your seeing a neurologist and an internist.
