Joint Scrutiny Task Group to investigate Social Services overspend

The London Borough of Richmond upon Thames has recently appointed a Joint Scrutiny Task Group who will investigate the Social Services overspend for 2000/01 and the projected overspend for the current year. The Group will also make recommendations as to actions required to ensure effective budgeting and financial control.

The Group consists of 5 Councillors and a community adviser from the voluntary sector, and is chaired by Labour Councillor Brian Matthews. They will be examining the preparation of budgets, monitoring of expenditure and budgetary control mechanisms in Social Services and Finance. They will also be looking to identify issues of accountabilities, systems and behaviour. Moreover, the Group will be considering these in the light of the current reorganisation of Social Services and associated initiatives including preparation of a recovery plan; the Finance Best Value review; and work to specify a new Financial Information System.

The Task Group will be looking to complete their report by Christmas this year so that any recommendations they make can be taken into account when setting the Council's budget for 2002/03. As well as interviewing witnesses, the Task Group is inviting written submissions from interested parties that address any matters within their terms of reference.
