Dear Mrs Norton,

There are still many things you have not answered which I have had to point out on my Judicial Review application, for example: The names and qualifications of the decision makers of Discretionary Rate Relief. This `system’ seems open to abuse, and I feel abused and discriminated against. Why you failed to answer my letters and ignored the troubles of all the small shops on Richmond Hill.

Your constant threat of Bailiffs is harassment and an abuse of my Human Rights. My case is serious and I hope the High Court Judge will see it so. If my case fails then I will have to leave 24 Richmond Hill and leave Richmond after 25 years, obviously with the Ice Rink still not rebuilt. This I do not want to have to do, my wish is to continue with the campaign and to put the things right where Richmond Council has failed to do so and which the Court of Appeal so clearly set out in their judgement of April 17th 1994. I feel the Judiciary will remain `on our side’, the side of Justice, the side of the populace.

A new political regime and a new Chief Executive doesn’t mean you can ignore the mess of the previous incumbents, it means you have a duty to repair the damage.

We want to know why the records of my three hearings are not kept by the Magistrates Court but by Richmond Council. This mixing of the Judiciary and the Executive is contrary to British Statute and European Law. For how long has this been happening? How many other cases?

I feel further discriminated against with regard to my attempts and failures to get planning permission at Windsor. Have your `officers’ black-marked my name on records which extend beyond the boundaries of Richmond? It certainly feels like it.
