Pain could certainly occur in the arch, but cramps are involuntary contractions of muscle bellies. As there are no muscle bellies in the arch of the foot, perhaps your description is off the mark. On the other hand, actual cramping of muscles not uncommonly occurs during physical exercise, especially where there is electrolyte imbalance. But I cannot speak to or relate that to your specific case.
