In my experience, a neuroma between the 1st and 2nd toes is uncommon, but how the pain you described in the ball of your foot could have been initially confused with plantar fasciitis is a mystery to me.

What you need is a reliable diagnosis before any effective treatment plan can be formulated. However, not only are forums such as this poor venues for offering diagnoses, but, especially in this case, there is far too little information and essentially no history to go on. If what your doctor is attempting is not helping, I would have a heart-to-heart with him/her and see if another hands-on opinion is called for.
